City attorney proposes 6-month moratorium on large battery-energy-storage systems

The city attorney proposed that the council consider a local-law moratorium lasting six months on large battery energy storage systems (BESS) over 80 kilowatt-hours. The stated objective is to buy time for planning, building and fire officials to study safety, siting and code implications and then prepare zoning regulations and safety protocols the city could adopt at the end of the moratorium.
"...what we're proposing that the board consider or the council consider is a moratorium on these battery energy storage systems that are over 80 kilowatt hours," the attorney said. Councilmembers signaled support for pausing implementation while staff completes an assessment and develops draft zoning and safety language for council consideration and public hearing.
