City to rebid Monument Park work after additional OPRHP funds; staff recommend electrical/lighting priority

The department proposed reissuing a construction bid and packaging the work with a base bid focused on electrical service and pedestrian lighting with alternates for hardscaping and landscaping so the city can prioritize what fits within the grant budget.
"We have about $200,000 for Monument Park," staff said, and explained that a base bid for new electrical and lighting would support events and improve safety while alternates would allow the city to add hardscape or landscape components if bids come in favorably. Councilmembers favored prioritizing lighting and phased landscaping and asked staff to proceed to bid with a clear list of alternates and cost allowances.
