Council debates security and review conditions for proposed 24-hour health club at 1101 Main St.

Carol Sammel of the Planning Department presented the special-permit application and zoning-text amendment for 1101 Main Street and said the planning commission had issued a SEQRA negative declaration and that police had provided a memo addressing security questions. She said the applicant submitted multiple letters describing security measures and that planning staff can prepare recommended permit conditions.

Council members focused on safety and the operational model for a 24-hour unmanned club. One councilmember said the city must avoid effectively staffing private businesses with city police and suggested trial periods or regular reviews; another asked that the special permit include security conditions and a short-term review window. Attorney Keith Potensky, representing the applicant, said the Narvaez family already operates a business across the street and has experience with security protocols and offered a one-year review period if the council prefers a limited trial. "The Narvaez family already owns a business literally across the street," Potensky said, adding the applicant is willing to accommodate a review period and security conditions. Planning staff said they will confer with the applicant and return next week with suggested time frames and conditions for council consideration.
