Council approves settlement agreement with developer and neighbor, authorizes mayor to sign

City Attorney Joanna summarized a settlement reached among the developer (referred to in the staff report as QMC/CorteRa/Quartera) and neighbor David Grampa concerning a mixed-use development and outstanding appeals to the issued permits. Joanna said two appeals were dismissed and Grampa’s appeal remained pending; the parties had negotiated and signed a settlement and staff recommended the city approve and authorize the mayor to execute the agreement. "...we do recommend, council approve entering into the settlement agreement," Joanna said.
Council convened a 10-minute executive session citing the statute referenced in the staff report (transcript cites "RCW 42 31 10 subsection 1 I"). On return, the council moved, seconded and approved Resolution 1883 authorizing the mayor to sign the settlement; Joanna stated the agreement imposes no monetary obligations on the city.
