DRB closes hearing on Bartlett Bay wastewater plant site plan

The South Burlington Development Review Board closed the public hearing on site plan SP 25-36, a city-sponsored amendment for the Bartlett Bay wastewater treatment facility at 15 Bartlett Bay Road.

Chair Dawn Filibert opened the hearing and summarized the application, which proposes demolition of seven buildings and a storage tank and the construction of six new buildings with a relocated driveway and related site improvements. Tom DiPietro, South Burlington public works director, and Paul Hobbs, project manager with Hoyle Tanner, represented the applicant and answered detailed staff questions.

Board members and staff worked through highlighted comments in the staff report, covering plan symbology for vertical granite curb (VGC), selection and placement of shade trees, the proposed parklet versus alternative landscaping, snow storage location relative to wetlands, and lighting photometrics. The applicant reported that the site's average ground-level illumination is 0.3 foot-candles and explained that elevated walkway lights over tanks are switched on only when needed or are motion-activated.

After public comments and applicant responses, committee member Charlie Johnston moved and Mark Baer seconded a motion to close the hearing; Chair Filibert called the vote and said, “It’s unanimous.” The board closed the hearing; no final approval or permits were issued at this meeting.
