"I pay for storage. I've paid for storage for 10 years for this trailer," she said while disputing the city's evidence that the trailer sat unattended overnight.
City enforcement staff described their procedures and said trailers are observed for 90 minutes to determine if activity is occurring before issuing a notice. After discussion, a board member moved to reduce the repeat‑violation fine; the board voted to lower the fine to $300 plus an administrative fee of $69.50.
The board asked staff to mail an invoice once the order is signed.
