Staff briefs Oviedo council on three statewide amendments including HJR 5019 and homestead proposal

At the work session a staff member described the three amendments the council intends to explain to residents: a proposal to raise the budget-stabilization cap to 25% (HJR 5019), an exemption proposal for certain tangible personal property on agricultural land, and a homestead-exemption change commonly referenced as "Amendment 3." The staff presentation included the transfer mechanics (the lesser of $750,000,000 or the amount required to reach 25% of general revenue collections) and a note that the agricultural exemption would begin January 1, 2027 if approved.

Council members used the staff summary as a basis for outreach planning and for deciding which details the public most often misunderstands. The staff speaker said the budget-stabilization amendment "proposes an amendment to the constitution to increase the amount of funds that may be retained in the budget stabilization fund from 10% to 25% of general revenue collection," and stressed that the technical differences between ballot summary and actual amendment text matter for public understanding.
