Palm Coast on Aug. 4 voted unanimously to award a construction contract for the Phase 2 force main extension — a roughly 3.5‑mile, primarily 12‑inch pipeline to extend sanitary flow capacity toward the Marineland area. Utilities staff reported a low bid of $4,573,000 and recommended awarding the contract with a 10% construction contingency; the total contract value after contingency is just over $5 million.
Staff told the council the project includes some horizontal directional drills and segments of 14‑inch HDPE pipe and that the work is necessary to accept future flows in northern service areas. Funding for the project is fully reimbursable via a Florida Department of Environmental Protection (FDEP) grant administered by Flagler County and related local ARPA contributions, staff said. Council approved the resolution and award unanimously.
