Commissioners approve $655,351 replacement of E-30.7 bridge; county to provide $3,000 incidental funds

Harvey County commissioners on Aug. 5 authorized county staff to sign the Kansas Department of Transportation contract commitment for project 40C-5283-01, the replacement of bridge E-30.7 on SE 60th about 0.3 mile west of S. Osage. The board approved providing $3,000 in county funds for incidental matching costs; the project is otherwise federally funded.
Road & Bridge Superintendent Jim Meier told the board that King Construction Co. was the low bidder at $655,111 and that the total contract cost, including a fixed-cost water item, is $655,351. "The project is federally funded 100%, with Harvey County's matching funds for incidentals totaling $3,000; the total final cost of the project is $655,351," Meier said. Commissioners voted unanimously to authorize signature on the Authority To Award Contract and the county payment.
The county packet and Road & Bridge weekly report note the structure is a 97-foot timber bridge built in 1960 that has been closed since April 1, 2024, after a vehicle broke through the deck and damaged stringers. The replacement is planned as a three-span reinforced concrete haunch slab bridge under KDOT's Off-System Bridge Program (OSBP). The bid letting occurred in Topeka on July 23; King Construction's bid was listed as the low bid in the county materials.
County staff did not provide an exact construction start date at the meeting. The measure approved by the board commits the county to pay the small incidental amount up front as required by the contract form; further scheduling and contractor mobilization will follow KDOT contracting procedures.
