Board approves superintendent contract extension and amendment with 2% annual raises and longevity pay

The Osseo Public Schools Board approved amendments to and a new employment contract for Superintendent Dr. Kim Heil on Dec. 16, voting 6-0.
Amy Moore, general counsel, told the board the second amendment to the current contract includes a one-time recognition payment "represents $5,000 per year" in recognition of Dr. Heil's work on the Build a Better Future program, boundary changes and other accomplishments. Moore then reviewed the contract for July 1, 2026 through June 30, 2029: it includes 2% salary increases for each of the three years, additional parity between vacation and sick leave language and a $5,000-per-year longevity incentive payable at the end of each year while employed.
Chair Tanya Prince moved approval; Director Thomas Brooks seconded. Board members spoke in support of Dr. Heil's leadership and the district's progress before the board approved the amendment and the new contract by unanimous vote.
Moore noted the superintendent does not receive a performance-pay piece comparable to other contracts or collective bargaining pay structures; the changes instead focus on salary increases and retention incentives.
