Osseo reports $212M spent to date on LTFM and BBF; $495M budget anticipates 2024-2028 work

District facilities leaders updated the board on a multi-year facilities program that blends long-term facility maintenance (LTFM) with the Build a Better Future (BBF) referendum work.
Dale Karlstrom, director of facilities, said the LTFM program began in 2016 to address deferred maintenance and that "since year 1 of the 10-year plan, we've completed over $200,000,000 in restoration and renovations." Colin O'Brien, project management coordinator, summarized the finances: "Our anticipated budget for all projects since the start of 2024 through 2028 is $495,000,000," and he reported current spend since FY '24 at about $212,000,000.
Presenters reviewed completed and in-progress projects: elementary media-center renovations at Basswood, Cedar Island, Fair Oaks and others; middle-school science upgrades at Osseo/Maple Grove; a districtwide furniture refresh; Brooklyn Middle School classroom and auditorium renovations; an Osseo Senior High CTE and cafeteria expansion (45% complete for some elements); and Maple Grove Senior High's three-story addition and cafeteria expansion, a $103 million project currently reported at 25% complete. Aspen Ridge Elementary is on budget and on schedule for a September 2026 opening.
Facilities staff also described health and safety work: asbestos abatement before demolition, replacement of fire alarm systems and a new AWARE program for accident and injury reduction. The board thanked staff for coordination efforts and teams for keeping projects on schedule.
District administrators said bid openings are imminent for Crestview and Park Center work with board award recommendations slated for January 2026.
