Deputy Superintendent Dr. Joshua Randall presented an application for exemption from the statutory minimum percentage of district spending required to be used on classroom teachers’ salaries for the 2023‑24 fiscal year. He explained that COVID‑19 impacts prevented the district from meeting the threshold under Education Code Section 41372 and that the penalty for noncompliance would be approximately $1.66 million.
Given the potential negative fiscal impact, Dr. Randall recommended approval of the waiver application and the Board voted 4‑0 to send the exemption request.
