Sheriff Daryl Wheeler told the Bonner County budget meeting on Aug. 4 that many of the line items under review involve sensitive operations and should be discussed in private. "Most most I should say probably majority of of these are going to be critical infrastructure," he said, arguing that detailed discussion "would have to go into executive session."
A clerk moved to go into executive session under a records-exemption cited in the transcript; a board member seconded. The chair called a roll-call vote; four affirmative responses were recorded in sequence and the motion passed. The meeting then recessed into executive session to discuss those budget items.
The sheriff proposed beginning with smaller equipment lines (noted in the transcript as part of a $9.011 fees line) and to review other critical-infrastructure items while in closed session, then returning to public business for general items. The sheriff said he would mark which line items were for public consumption so they could be discussed after the executive session.
