Mann Valley infrastructure complete; new TID and Creamery at Cedar development noted

The Plan Commission heard an economic development update that highlighted the city’s use of tax increment financing and targeted infrastructure investments. Emily Shively said the city created a new TID for Mann Valley to finance installation of utilities and roads; the Mann Valley infrastructure project broke ground in fall 2023 and was finished by fall 2024, she said.
"We created a new tax increment district. That's what TID stands for, for Mann Valley, and that helped finance the installation of infrastructure," Shively said. She added that the council recently approved the final development agreement for the Creamery at Cedar, a brewery, taproom and event center just north of City Hall along the river.
Shively said the city will continue using tools such as TIDs and cooperative agreements to attract industrial and commercial development in targeted areas and to support private reinvestment in redevelopment sites.
