Commissioners debate hard 9 p.m. stop for planning and zoning hearings; motion fails

Commissioner (Speaker 7) introduced a memo proposing a hard-stop time of no later than 9 p.m. for Planning Commission and Zoning Commission hearings, arguing it would reduce fatigue for volunteers and staff and lower overtime costs. He framed the item as an effort to mitigate "an unhealthy or unsafe situation for those volunteers and county employees," and proposed the board set the hard-stop policy so commissions and staff could schedule accordingly.

Multiple public commenters, including Wayne Martin and Dave Bowman, urged caution, noting long drives for some residents and the need to complete public comment when people travel to speak. Michelle Johnson, a zoning commission member, asked that at minimum the public comment portion be allowed to conclude so members who made plans to attend could be heard. Planning Director Kendra Smith said the department tries to schedule hearings to avoid stacking three complex files on a single night and apologized for the exceptional meeting that had run late.

Commissioners debated options including a firm hard stop, limited flexibility to finish public comment on the last agenda item, and asking the planning director and commissions to coordinate scheduling improvements. One commissioner said the hard stop does not by itself solve staffing and overtime problems and requested the planning director return with a staffing plan. After deliberation and a roll-call vote, the proposed hard-stop motion failed.
