Board members asked whether the customer service fee and an infrastructure improvement charge were being used to fund the Madden Creek work. Staff clarified that those revenues flow into the water fund and that staff included them in the modeling assumptions.
A staff member noted the infrastructure improvement charge brings in about $750,000 a year and said it has been set aside to be spent on projects such as Tile Cedars or Madden Creek. "We collect that infrastructure improvement charge revenues about $750,000 a year," the staff member said, while explaining how one year of that revenue could contribute toward the Phase 3 budget in the model.
Staff said they would show the board in April more clearly how those revenues are being applied in the water-fund modeling and how they planned to use the reserve and infrastructure funds over the capital program.
