Staff: Madden Creek Phase 3 estimated at $6.7 million; modeling assumes 10% water‑fund share

Staff presented the board with updated modeling and assumptions for the Madden Creek water-system reconstruction and said Phase 3 cost is currently modeled at $6,700,000.
"Phase 3 is estimated to be at $6,700,000 in this current current modeling," the staff presenter said while describing the slide deck and handouts. Staff said the model assumes water-fund unrestricted cash will cover roughly 10% of Phase 3 and the general fund will provide the remaining 90% of upfront funding; USDA reimbursements would come later.
Staff ran scenarios and sensitivity checks and reported that under the presented assumptions the general fund’s unrestricted-cash balance remains positive and debt-service ratios stay above the policy minimum (1.2 in the presented model). Staff told the board they will return in April with a more detailed long-term financial plan and updated bid-era cost estimates.
