District reviews 2024 accomplishments and priorities; updates on West Shore trail, Canyon Bridge and Madden Creek project

Staff presented a look-back at 2024 and a preview of 2025 projects, covering governance, utilities, recreation and capital programs. The presentation highlighted completed work such as smart meter replacements, sewer repairs and the Westlake Regional Water Treatment Plant construction closeout, and previewed multi-year projects including the Sunnyside-to-Timberland segments of the West Shore trail and the Madden Creek water system reconstruction.
On the Canyon (Fanny) Bridge replacement, staff reported that the Federal Highway Administration worked with the selected contractor to reach an acceptable price and that an award was expected within weeks. Construction was planned for 2025 with the bridge scheduled to close beginning Aug. 12 for about 12 weeks; the board discussed sidewalk and roundabout elements and county/Caltrans responsibilities.
Staff said the Madden Creek phase 3 project is ready to bid but that USDA informed the district it could not execute a funding agreement in time for 2025 construction. The estimated cost discussed was roughly $7,000,000; staff will present a short special meeting to the board with options (use of general-fund cash, internal loans, alternative financing) and requested direction on whether to proceed to construction or wait for financing.
