Board directs staff to seek waiver to delay SB 3 implementation
Summary
After rejecting an implementation plan that would proceed under waiver Plan A, the Gresham-Barlow board voted unanimously to authorize staff to submit a waiver request to the Oregon Department of Education to postpone SB 3 implementation.
The board discussed implications for schedules and staffing on May 21 before voting on implementation of SB 3 requirements. Dr. Collins outlined the difference between moving forward with or without a waiver and said implementation without a waiver would require substantial master-schedule rebuilding and reallocation of Measure 98 FTE to accommodate postsecondary pathway requirements.
A motion to implement 2026–27 under waiver Plan A failed 0–5 (Motion 99). The board then approved a staff request to submit a waiver to the Oregon Department of Education to postpone SB 3 implementation (Motion 100), a motion made by David Ligatich and seconded by Holly Riegelmann that carried 5–0. Dr. Collins noted the waiver "can be applied anytime from now until June of 2026," meaning staff will pursue the formal waiver process while planning for potential schedule changes depending on ODE action. The district said using a waiver would allow repurposing Measure 98 FTE and reduce disruption to 9th-grade scheduling.
