North Wasco County SD 21 board unanimously approves 2025–2027 Integrated Guidance Plan

The North Wasco County School District 21 Board of Directors voted unanimously April 29 to approve the district's 2025–2027 Integrated Guidance (IG) Plan, which combines several Oregon Department of Education (ODE) grant programs into a single application for the North Wasco County Consortium.
Dr. Carolyn Bernal, the district superintendent, told the board that the consolidation "streamlines the process for districts, allowing them to submit one comprehensive application rather than multiple separate ones." She said the Plan Summary "provides the most accessible and informative overview of the District's overall strategy and is the best resource for board members when responding to questions from the community." Bernal added that once the IG Application is submitted, ODE will review and return feedback to the district before the plan is finalized.
Director Jose Aparicio moved to approve the plan, and Director John Nelson seconded. The motion "to approve the 2025-2027 Integrated Guidance Plan for the North Wasco County Consortium as presented at the April 24th, 2025 school board meeting" passed unanimously. Directors voting yes were David Jones, John Nelson, Jose Aparicio, Dayna Wynn-Elledge, Adrian Lopez and Joel Vaught; Director Judy Richardson was excused.
Bernal said the district's Communications Director, Director Bowen, will prepare a set of clear bullet points and key messages after ODE returns its review so board members and staff can explain the plan to community members who were not directly involved in drafting it. The board did not alter the plan during the meeting and took the action solely to approve submission of the Consolidated IG Application.
The board called the virtual special meeting to order at 4:03 PM and adjourned at 4:15 PM. Next steps are submission of the application to ODE and follow-up communications once ODE provides feedback.
