Board accepts VFW gift, hears routine personnel items; human-resources approvals pass on roll call

Board members asked for clarification about the role and duties of certified building substitutes; staff said substitutes provide in-building coverage when regular staff are unavailable and may cover maternity leaves and other long-term absences. Several board members noted substitute availability has been a challenge since the pandemic.
