Michelle Jones, the district's Director of Business Services, presented first readings of several policy updates at the Sept. 3 work session. She said the procurement policy (DJC and DJC‑AR) was revised to reflect new procurement thresholds established in House Bill 1047 (2023), which took effect Jan. 1, 2024, and to define terms such as "public improvements," "community benefit contract," and the Construction Manager/General Contractor procurement approach.
Jones also presented an update to KBA‑AR (Public Records Request), noting minor adjustments to the definition of public records under ORS 192.005 that affect what district-generated information must be retained for legal, administrative, fiscal, tribal cultural or historical purposes. The policy and associated administrative regulations were presented for initial review and the board was asked to provide input prior to a second reading and formal adoption.
The board did not take action; staff requested feedback ahead of the next meeting where the policies will be scheduled for a second reading and possible adoption.
