Council authorized a Community Development Block Grant agreement of up to $25,000 with SEED Inc. to support a home repairs and weatherization program. Councilmember Grant asked for clarity about how the program measures outcomes and whether utility bills are tracked after interventions.
JD Jackson told the council, "Well, it is similar to a program we did with the EPA. We do house calls, house visits, and we do home assessments, find out what the needs for these families as far as weatherization," and explained the program distributes energy-efficiency kits and assists with installation. Jackson said the program measures success by the number of kits distributed and installations completed and acknowledged the program does not routinely perform 6– or 12-month utility-bill follow-ups to quantify savings.
