Lewis County pursues federal WSDOT funds for Boyseford Road paving; temporary easements authorized for culvert and bank work

Public Works staff asked the commissioners to authorize procedures to acquire temporary easements needed for the Conrad Road bank stabilization project (MP 1.44) and the Brim Road culvert replacement project (MP 1.9). Kimberly Edminster said both projects require temporary easements from two adjoining property owners and that acquisition would follow the county’s adopted right-of-way procedures.
On potential paving work, a county engineer told the board the county met its SDBG delivery target and could submit projects for redistributed federal obligation authority through WSDOT. Staff proposed the Boyseford Road paving project from State Route 6 (Milepost 0) to King Road (Milepost 2.2) as a candidate. The construction estimate was presented as $1,200,000 with the prospectus obligating roughly 86.5% federal participation and a 13.5% local match, which staff estimated at about $163,549. The engineer noted the work cannot proceed until funds are awarded and that the county must meet an obligation readiness deadline to accept redistributed funds.
Commissioners discussed timing constraints and the paving window; staff said the county is seeking a shortened advertisement period to enable construction this year if scheduling and weather allow. The board approved related resolutions and directed staff to proceed with required notices and acquisition procedures.
