Fairgrounds staff seek dump/water station and stress theft and comp-time issues

Fair Board staff told the board water theft at the fairgrounds has been a recurring problem and proposed a solar-powered dump and water station as a seasonal, cost-effective solution. The manager described incidents and enforcement steps: "We literally had someone with a it was 500 gallon tote on a trailer during a fair board meeting out by pig burns...2 hoses filling out." She said padlocks, signage and cameras are in place and that a solar dump station quote was roughly $40,000.
On payroll, the clerk explained county policy that comp time above 40 hours is normally paid out the last payroll in September but that fairgrounds employees already have an approved extension to use comp time through the end of December. "Normally, per county policy, any comp time that you have on the books above 40 hours would get paid out, the last payroll in September," Jessica said, adding the fair staff exception exists because of seasonal work patterns.
Commissioners asked staff to notify Sandpoint police when signage and enforcement measures are posted and to continue refining cost-and-benefit information on a potential dump/water station before a county funding decision.
