Royse City ISD reports strong bilingual and ESL growth; plans bilingual exception filing

District Multilingual Services presented the annual bilingual/ESL evaluation as required under Texas Administrative Code 89.1265 and reported program growth and assessment results. The presenter said the district serves approximately 1,600 emergent bilingual students and highlighted that 90% of eligible campuses met language proficiency growth targets during the 2024–25 school year.
"Currently, we serve approximately 1,600 emergent bilingual students participating in our language programs," the presenter said, adding that dual-language students showed strong Spanish-speaking proficiency and that the district will file a bilingual education exception with TEA for three teaching positions for the 2025–26 school year to address certification needs. Trustees and staff praised the Multilingual Services team for measurable gains across domains.
