Royse City ISD administrators told the board at a required public hearing that the district received the state's highest School FIRST rating — "superior achievement" — for fiscal year 2023–24, with a score of 90. The presentation was conducted under a notice required by the public-hearing rules.
Mr. Bryant presented the CFO letter and walked the board through the School FIRST indicators, noting the district had an unmodified (clean) audit and no findings. "We did receive the highest rating possible, in the state of Texas," Mr. Bryant said. He explained that the district lost two points on the 'days of cash on hand' indicator because a large state payment fell after the June cutoff for financial statements, and said higher student counts reported this year should reduce that timing impact going forward.
Bryant also reviewed other indicators, including timely debt payments, retirement and payroll-related filings, and grants compliance, and said the district met posting requirements. He said that, while some indicators will be harder to score fully until facilities work slows, the district remains solvent and is monitoring future impacts. The board opened the hearing to public comment after the presentation.
