District staff presented a Student Investment Account (SIA) grant agreement from the Oregon Department of Education and discussed the state economic forecast used for district budgeting. Kim, presenting the SIA document, said the grant agreement is "boilerplate," is included in the board packet and requires her signature; she warned the board that while SIA reductions are possible, the account has reserves that make large midyear cuts less likely.
"This could be adjusted if they if they needed to, but there are reserves to protect the student investment account," Kim said when asked whether SIA disbursements could be reduced. A separate staff finance presenter summarized last week's quarterly forecast and said a previously projected $327,000,000 deficit had been revised down to about $63,000,000; unemployment was noted near 5 percent. Staff emphasized that the figures remain preliminary until the legislative session and a February update, and that the district is modeling conservative scenarios (2.5% and 5% reductions) so it can act if revenues change.
