Council approves limited VIP parking for Willingboro residents at Jazz Fest after last-minute debate

The Willingboro Township Council voted to authorize a limited VIP parking pass program for residents attending the upcoming Jazz Fest, approving a motion Tuesday after more than an hour of discussion about logistics and revenue.
Councilmember (speaker 3) proposed offering a free, single VIP parking pass per household to residents who present proof of Willingboro residency. Council members and staff debated feasibility: Dwayne Harris, the township manager, and public works staff warned that validating residency, capacity management and the festival’s role as a revenue source made rapid implementation difficult. “By Friday, because municipal office is closed on Friday, would be very difficult,” Harris said, noting public works was already setting up the park and that the parking fee offsets festival costs.
Supporters argued the gesture would show appreciation to taxpayers who already fund the event, and suggested simple paper passes distributed at the clerk’s office. Deputy Mayor Dr. Worthy agreed the concept had merit but urged planning to ensure equity and avoid overpromising spots. Ultimately the motion to create VIP parking for Willingboro residents was moved and seconded and recorded as approved.
The council directed administration to implement validation and distribution procedures quickly, noting the short timeline before the event. Harris and staff were asked to report back on capacity limits and the method of issuance; the clerk will coordinate the resident pickup process and recordkeeping. The council did not change the festival’s posted parking prices for nonresidents.
