Ellis County, Waxahachie approve interlocal agreement for Haven Ranch master plan

The Ellis County Commissioners voted to approve an interlocal agreement with the City of Waxahachie to coordinate public improvements, address assignment, street naming and permitting related to the Haven Ranch master-plan development, which lies within Waxahachie city limits and its extraterritorial jurisdiction.
Alberto Maras, Director of Development, told the court the developers had a November 2023 agreement with Waxahachie and that the city approved this interlocal agreement at a meeting the night before. Legal had reviewed the document and staff recommended approval; commissioners approved the interlocal agreement unanimously.
