An SEH representative explained that an unanticipated pad-mounted transformer required the water line to be rerouted, which in turn required purchasing extra easement and a remobilization cost estimated at $3,800. The council moved and approved the $3,800 change order and a separate no-cost change order to extend the project's substantial and final completion dates to October 2 and October 30 respectively.
Planning staff said the additional easement was necessary to loop and connect subdivisions and that SEH's earlier design did not show the transformer. A council member expressed displeasure with repeated design omissions by SEH and asked staff to note the issue for future project oversight.
