Council members spent the bulk of their meeting debating whether to keep Valley Center's municipal fire department or turn services over to Sedgwick County Fire District 1, weighing safety, staffing and major levy increases.
City Administrator Sandra told the council the city would face statutory timelines and an interim auto-aid arrangement if it chose the district option, and urged council to recognize the fiscal and timing realities. She said, "It is my understanding that status quo is not an option for us." Fire Chief Lloyd told the council he could not guarantee safety if the department remained under current staffing and without the aid agreements: "I can't stand up here and tell you that my guys or our community would be safe if we keep it as is without those agreements." Finance director Clint presented a comparative millage model showing the general fund "jumps up to 30.578 to staff a full time fire department" under one scenario, and warned the debt gap would keep the city's levy above neighboring communities for several years.
Councilors pressed staff for written contract terms, timelines to bolster staffing and whether auto-aid would continue during any transition; staff said they had received verbal confirmation that auto-aid would be provided during a one-year transition but were still working to secure formal contract language. The debate balanced residents' desire to retain a local department and heritage against the projected tax impact and the logistical challenges of hiring, facilities and equipment replacement.
