Board approves READ Act MOU outlining teacher training, compensation options and deadlines

The Hill City board voted Nov. 25 to approve a Memorandum of Understanding with Hill City United Educators (HCUE) governing READ Act training required under Minnesota law. The MOU specifies anticipated training hours — 51 hours for the CORE asynchronous/synchronous sequence and 29 hours for LETRS for Early Childhood — and establishes two compensation options for CORE participants: (1) be compensated at hourly rate for up to 25 hours of asynchronous work outside contract time, or (2) obtain a substitute and complete the work during contracted time without extra pay.
The agreement requires teachers to submit proof of completion and specifies payment timing: teachers will be paid on the June 15 paycheck after submitting proof and achieving a final score of 80% or greater. Phase 1 teachers are expected to complete the training by June 30, 2025; an administrative contingency clause allows the parties to reconvene if unforeseen circumstances change the work scope.
A Phase 1 roster included names listed in the MOU (e.g., Joni Tobeck, Shannon Fideldy, Caitlin Smith and others). The MOU also states it does not set precedent for future contract interpretation and will remain in force through June 30, 2025.
