The emergency meeting was called pursuant to section 77.070 for the limited purpose of selecting a mayor pro tem, according to the minutes. Trustees said the action was needed because Chairman Vanessa Joseph is "pending litigation for an ex parte," a status the minutes say could affect the open portion of the board's Feb. 5, 2026 meeting. The mayor pro tem appointment is scheduled to last one month to fulfill duties in the event of the chair's absence.
