Troup Independent School District trustees met in special session on Aug. 28, 2025, in the Administration Building boardroom to hear a staff presentation on the district's proposed 2025–2026 budget and proposed tax rate. President Shane Jasper opened the meeting at 5:30 p.m.; Vice President Todd Kelly led a prayer before Blake Rowe presented an overview of the district financial plan, which Rowe described as comprising educational, revenue and expenditure plans and an overview by fund and function. The presentation also covered property values and tax-rate histories.
Under Agenda Item #5 the board opened the floor for public comment and none was offered. At 5:41 p.m., Member Ty Lindsey moved to adjourn, seconded by Vice President Todd Kelly; the motion carried 7-0 with votes recorded from Shane Jasper, Todd Kelly, Lisa Lewis, Homer Dickey, Jake Howard, Vic Bansal and Ty Lindsey. No formal action on the budget or a tax-rate ordinance or resolution was recorded in the meeting minutes provided.
