Troup ISD presents proposed 2025–26 budget; certified values rise, enrollment dips

Troup Independent School District staff presented a proposed 2025–26 budget at a special board workshop on Aug. 12, citing a 5.087% increase in certified property values and a refined Average Daily Attendance decrease of 1.034% as primary inputs to revenue projections. Blake Rowe, who led the presentation, said those enrollment and value changes were applied to the state aid template to produce the district's revenue estimates.
Rowe told the board the state aid template shows an estimated increase in Foundation School Funds of $1,620,513 and a decrease in Available School Funds of $131,399 for 2025–26. He also provided tax-rate context: the district's 2024 tax rate was $0.6192, the maximum compressed M&O rate is $0.6039, and the district is proposing an M&O rate including enrichment pennies of $0.7422 (the rate last year was $0.7575). The presentation cited HB3 and TEA guidance as the framework for how M&O rates are set.
