Resident urges council to halt Perry Street phase 2 after unsatisfactory phase 1 work

She said an easement on the south side of Fort Perry Street has formed a longstanding pond and that residents have endured mosquitoes and flooding for years.
Council members asked staff to bring Tom (the project manager) to the next meeting to explain the planned scope and to confirm the grant and budget status; staff said some grant funds were used for phase 1 and that final paving is tied to DOT grant schedules. The council agreed to ask for an explicit explanation of what 'phase 2' entails and for a meeting where neighbors, DPW and the project manager can review plans before further work proceeds.
