Council adopts several PUD amendments and approves Mills Landing plat

It also approved ordinances establishing the West Des Moines Community Schools PUD (removing Valley Stadium from the previous PUD and creating a new schools PUD) and adopted traffic‑code amendments establishing no‑parking zones on various streets. All ordinance motions were approved unanimously on second reading, with waivers of the third reading and final‑form adoption.
Separately, the council approved the final plat for Mills Landing Plat 2 (Plaza Street Partners LLC), creating two commercial lots at 5950 Mills Civic Parkway and accepting associated legal documents; the resolution passed 4–0. These approvals were presented by staff as having no outstanding issues and include standard conditions and administrative requirements for finalization and recordings.
