Board approves IMAs to reimburse Peekskill and White Plains for prisoner transport

The Westchester County Board of Legislators on Aug. 3 authorized intermunicipal agreements (IMAs) to reimburse the cities of Peekskill and White Plains for prisoner transportation services for a retroactive term beginning Jan. 1, 2026 and ending Dec. 31, 2027.
Legislator Woodson Samuels described the Peekskill IMA as not to exceed $190,000 and the White Plains IMA as not to exceed $195,000, noting that such reimbursement agreements are routine and handled annually. "These are routine and standard items that we handle each and every year," he said before moving the motions. Both items passed 15–0.
The IMAs authorize county reimbursement for transport-related costs during the specified term; county departments will coordinate invoicing and payment with the municipalities per standard intergovernmental procedures.
