The Westchester County Board of Legislators voted Aug. 3 to approve an amended bond act increasing the county share for the ICE Casino Improvements Phase 2 by $4,000,000, bringing the total project amount to about $62,789,000.
"The vast majority of this increase is due to cost escalation," said Legislator Pierce during the parks-and-environment committee remarks, listing specific drivers including updated EPA refrigerant rules, fire-code and alarm updates, and sharp commodity-price increases. Pierce noted approximately $700,000 of the increase related to code-review driven changes, with the remainder attributed to general cost escalation; she cited a line in a committee spreadsheet that listed plumbing costs up 207% as an example.
Supporters framed the work as essential rehabilitation of Playland Park facilities, including roof and locker room repairs, ADA improvements and restoration of historic facades. The board approved the amended bond act 15–0; sponsors said construction is expected to take about 28 months.
