Health director warns NACCHO grant uncertainty, PrEP program inactive for years; grant analyst candidate interviewed

Director Valencia Maponya briefed the board that several grants required work to restore compliance and that the NACCHO grant was in compliance and nearing completion; she planned to request an extension until July and apply for additional funds. She also said New Jersey had received an additional $10 million to be divided among municipalities and counties, so East Orange’s portion would be limited.
On HIV prevention, Maponya said the PrEP portion of the grant had effectively seen no service delivery: "the grant had seen zero participation, despite being utilized, and that no patients had received PrEP services in the last two to three years." She explained the primary barrier was personnel—a physician or nurse practitioner with a collaborating physician arrangement was required and no such prescriber was contracted for the program. Maponya said she had approached a candidate physician who was reviewing documents and that she anticipated negotiating compensation to enable prescriptions to resume.
Maponya also said a candidate for a grant analyst position had been interviewed and that funding for the hire had been identified; the board discussed the need for dedicated grant monitoring to avoid future compliance issues.
