HHS director says MOU sent to City of Orange for interim health officer, honorarium under discussion

Valencia Maponya, HHS director for East Orange, told the Board of Health on Feb. 16 that a memorandum of understanding (MOU) with Health Officer DeFilippo of the City of Orange had been drafted and sent for signature but had not yet been returned. She said she was following up and expected to bring the MOU forward for passage in a resolution the following Monday.
Maponya said the draft clarified compensation and time commitments: the honorarium “aligns with standard rates, approximately 50% of what a typical health officer would earn,” and the interim health officer would be on call and work as needed. Board President Christine Harris asked whether the honorarium was fixed or negotiable and how many hours per week the officer would work; Maponya replied the arrangement would be responsive to needs and that the officer had been called in over a weekend to address an urgent matter.
The discussion did not record a formal vote or the final honorarium amount. Maponya said she would follow up to secure the signed MOU before the scheduled council resolution. The board did not take formal action on the item during the meeting.
