The Planning Commission denied WS26-0285, an application to reduce setbacks for a proposed two-story accessory living unit on a 0.45-acre lot in the RS-20 zone near Happy Lane.
Victor Knight, the project representative, said the structure had a pre-existing pad and would convert an approved RV garage concept to a two-story apartment. Neighbors — including Bart Donovan and James Bradford — objected, arguing the two-story addition is inconsistent with surrounding single-family residences, would loom over lower lots and could lead to on-street parking and multifamily use. Donovan told commissioners the neighborhood had worked to preserve single-family character for decades and said the proposal would "cram" another large structure into a small lot.
Commissioners raised concerns about two stories, lot coverage and the blank north elevation; several commissioners said they were inclined to deny and then moved to deny WS26-0285. The motion to deny passed, constituting final action unless appealed.
