“I can confidently say to you today that relationship in the real public streams has with our ISD both from general education side and especially education side is really positive,” Sean said, summarizing the ISD presentation and the staff recommendation to support the budget. He said the ISD reported roughly $1,000,000 in its general fund balance and projected that its special‑education fund could draw down by about $6,000,000 in the coming year.
Sean and district finance staff described how most special‑education aid is retained by the ISD and then dispersed to local education agencies (LEAs) as leftover amounts, which typically does not fully cover local costs. Sean said the county reimbursement rate is roughly 74%, leaving local general funds to make up the shortfall.
Board members asked for clarifying numbers and timing for state disbursements; staff noted that special‑education reimbursement often reflects prior‑year IEP counts and arrives on a lag. Sean recommended the board place the ISD budget on the approval agenda with a notation that districts may request rationale if they later choose not to approve.
