Council introduces amended blasting ordinance, schedules May 12 public hearing

The Borough of North Caldwell introduced Ordinance O-1-2026 on April 14, 2026, proposing a new Chapter 109 to regulate blasting in the borough. Borough Counsel Jarrid Kantor said the redraft would "define a 500' distance for public notices, set pre- and post-blast baseline surveys, define oversight through the permit process, clarify enforcement, [and] set penalties for non-compliance," and noted it is drafted to work in conjunction with state law without overriding it.
Councilwoman Johanna Stroever moved to amend and introduce the ordinance and set a public hearing for May 12, 2026 at 6:30 p.m.; the motion carried unanimously. The ordinance draft, as described in the meeting, would require developers or contractors to provide baseline surveys before and after any blasting activity and to provide notice to property owners within 500 feet of planned activity. The measure also includes permit oversight and enforcement language and penalties for noncompliance.
The ordinance will be publicly available ahead of the May 12 hearing; Toll NJ, LLC requested a copy through counsel during the later public-comment period. The council highlighted that the ordinance is intended to operate alongside applicable state statutes and not to supersede them. A public hearing is scheduled for May 12, 2026 at 6:30 p.m., when residents may testify on the proposed rules.
