The administration defended selecting multiple engineering firms to spread work and keep costs competitive.
The resolutions were approved on a combined roll call vote; staff said notices to property owners and planning board master plan consistency checks are part of subsequent review and that engineering scopes will be clarified during procurement and design phases.
