The plan outlines a compact, mixed-use "village center," expanded commercial acreage west of the tracks, and roughly 1,311 dwelling units as a maximum yield in the area studied.
Supporters argued the plan provides policy guidance and prepares the city to apply for grant funds and future zoning; opponents, including the mayor, cautioned against adopting transit-oriented density and reduced parking standards before the timing of a FrontRunner extension is clear, saying it could create awkward four-story buildings with insufficient parking if rail never materializes.
Councilmember Logan and others said the plan is a proactive policy document that can be amended as transit certainty emerges; the mayor and several council members urged revisions to parking language and to better address the "island" of residential proposed west of the tracks. Councilmember Logan moved to adopt Ordinance 23-2026 approving the station-area plan, but the motion died for lack of a second. Staff was directed to schedule a work session and return with revisions and additional analysis in about 30 days.
