Blake Rowe presented preliminary findings of the Financial Integrity Rating System of Texas (FIRST) report during the Troup Independent School District Board special meeting on Aug. 28, 2025. He said the preliminary findings show Troup ISD to have a score of 100% for the 2024-2025 rating (based on 2023-2024 data); Rowe said a more in-depth presentation will be delivered when final results arrive.
The FIRST rating measures financial compliance and accountability using state-provided data and methodologies. Rowe pointed out several areas he considered important indicators of the district's financial compliance; the board received the preliminary finding but took no formal action pending the final report. The district will present the final FIRST results to the board when the Texas Education Agency releases the official rating.
