"You see the the panel box in the background there that it fell down," a code officer said while describing images taken during inspections. Witnesses also noted where paint was cracking from leaks and where different roof types and rusting pole-barn metal indicated long-term wear. The code officer recounted complaints that people had been squatting in the building, although on some visits no occupants were observed. "We had a couple of complaints of people that were squatting in the building," the officer said.
The testimony described structural modifications inside the building (including a removed load-bearing wall supported by temporary 2x4s) and challenges in tracking permits for prior work. Inspectors recommended follow-up engineering review before interior re-occupation and enforced vacating of unsafe areas.
