Twelve‑year‑old Girl Scout Lydia Fenner told the council she is seeking permission to build a Rainbow Bridge memorial at Arboretum Park as her Silver Award project. Fenner said, “I'm Lydia Fenner. I'm 12, and I'm a cadet from Girl Scouts troop 7 6 1. I'm here to present my silver award called Paws Promise in the Rainbow Bridge.” She described the bridge as a place where people can place collars and remember pets and said troop volunteers would check and maintain the site monthly.
Mayor Talarico told the council he had already consulted DPW and suggested the council approve the project subject to final sign‑off by the DPW director: “So I would suggest to the council that we would approve it like everything else subject to the DPW.” Council members raised minor questions about signage and maintenance, and Fenner and her troop member Mackenzie Santos committed to upkeep and to working with DPW on placement and rules about what may be left on the bridge.
